1. (U) Scope Note
(U) The Worldwide Threat to Shipping (WTS) message provides info on piracy threats to, and criminal action against, merchant vessels and the shipping industry worldwide in the last 30 days. This report is produced primarily to inform merchant mariners and naval forces.

3. (U) Summary
A. (U) PHILIPPINES: On 26 February, Abu Sayyaf has reportedly executed a German captive after the deadline the group imposed for the ransom payment lapsed.
B. (U) SRI LANKA: On 24 February, four Tamil Nadu fishermen suffered serious injuries after they were attacked near Kodiyakarai.
C. (U) MYANMAR: On 23 February, employees unloading a cargo of sugar from a shipping container in Yangon found 200 kilograms of cocaine among a consignment of bags of sugar.
D. (U) PHILIPPINES: On 22 February, bulk carrier DONG HAE STAR was en route Indonesia when two black speedboats with five individuals aboard each boat pursued them near Pearl Bank off Taganak Island, Tawi-Tawi.
E. (U) HONDURAS: On 21 February, a sailing yacht anchored near Utila was boarded. A small dinghy and outboard motor were stolen.
F. (U) NIGERIA: On 21 February, the Nigerian Army released a statement about a soldier widely reported to have been kidnapped in Lagos only became separated from his unit during an ambush and was not kidnapped.
G. (U) ST LUCIA: On 17 February, a sailing yacht was boarded and thoroughly ransacked while anchored in Marigot.
H. (U) ST LUCIA: On 16 February, two fishing rods were stolen from a sailing yacht anchored in Marigot.
I. (U) MYANMAR: On 16 February, employees unloading a cargo of sugar from a shipping container in Yangon found 250 kilograms of cocaine among a consignment of bags of sugar.
J. (U) CONGO: On 9 February, duty crewman onboard a supply vessel anchored in Pointe Noire Anchorage.
