1. (U) Scope Note

A. (U) GULF OF OMAN: On 28 September, a merchant tanker was attacked 20 nm south of al Gaydah, Yemen.

B. (U) MYANMAR: On 27 September, a large mob forced an aid ship to unload 50 tons of aid packages in the port of Sittwe.

C. (U) GULF OF ADEN: On 26 September, a merchant vessel reported sighting suspicious five skiffs with four persons in each skiff.

D. (U) UNITED KINGDOM: On 24 September, two stowaways had to be airlifted from a passenger ferry 20 miles off the Devon coast after falling ill when they hid in a fridge for 13 hours.

E. (U) LIBYA: On 24 September, a bulk carrier reported being attacked 42 nm east-northeast of Derna.

F. (U) GUATEMALA: On 23 September, authorities impounded 33 boats that were used to transport cocaine.

G. (U) SOMALIA: On 23 September, Puntland authorities said that they have seized a boat carrying illegal weapons and other materials off the coastal town of Bosasso.

H. (U) VENEZUELA: On 22 September, the duty officer onboard a bulk carrier anchored in Puerto La Cruz Anchorage raised ship’s alarm for missing duty crewman.

I. (U) NIGERIA: On 22 September, a tugboat, towing a barge was attacked in the Ekebiri Waterway, two people were killed.

J. (U) NIGERIA: On 22 September, pirates killed two persons in Bayelsa when a passenger boat was attacked.

K. (U) GULF OF ADEN: On 22 September, a merchant vessel reported sighting suspicious one skiff with three persons on board carrying weapons approximately 151 nm southwest of Mukalla, Yemen.

L. (U) MALAYSIA: On 21 September, the mastermind behind the hijacking of tanker MGT 1 was given 16 years in jail for conspiracy to hijack while the 10 other Indonesians that were actually caught onboard in the hijack attempt were also jailed for 16 years each.

M. (U) UNITED KINGDOM: On 20 September, authorities in the port of Gloucestershire arrested four stowaways onboard the Ireland-flagged general cargo ship ARKLOW RAVEN.

N. (U) SPAIN: On 20 September, several persons utilizing 2 Netherlands-flagged tug boats attempted to steal a partially constructed cable laying ship LIVING STONE from a shipyard in Bilbao.

O. (U) NIGERIA: On 20 September, a robber boarded an anchored tanker in Lagos Anchorage.

P. (U) NETHERLANDS: On 18 September, two suspects were arrested after the authorities intercepted 3,800 kilograms of cocaine in the port of Antwerp.

Q. (U) MALTA: On 6 September, during a joint operation by police and the Armed Forces of Malta, 70 kilograms of cannabis resin were found in a boat entering Ghadira Bay.
