1. (U) Scope Note

1. (U) The Worldwide Threat to Shipping (WTS) message provides information on threats to merchant vessels, the shipping industry, and other maritime stakeholders worldwide in the last 30 days. This report is produced primarily to inform merchant mariners and naval forces.

2. (U) Warnings and Advisories:

A. (U) U.S. Maritime Alert 2018-005A: Threat Type: Maritime Incident. Geographic Area: Southern Red Sea. A maritime incident has been reported in the southern Red Sea, approximately 30 nautical miles northwest of the Hanish Islands, in the vicinity of position 14:29.3N - 042:11.2E, on 3 April 2018. The incident has been confirmed. The nature of the incident is preliminarily assessed to be a projectile that resulted in hull penetration and minor damage above the waterline to a commercial oil tanker. Perpetrators are unknown. Exercise caution when transiting this area. Further updates will be provided when available. This alert will automatically expire on 10 April 2018. B. (U) UKMTO WARNING NOTICE 001/APR/2018 – UPDATE 001: Description: On 3 April 2018 at approximately 0915 UTC a merchant vessel reported an explosion in position 14:29N - 042:11E (southern Red Sea). At present, cause unknown. Investigations are currently ongoing. Vessels transiting the area are advised to exercise extreme caution. Source: Reported to UKMTO via telephone. C. (U) MDAT-GoG ADVISORY 007/MAR/2018: Category: Sighting. Description: On 29 March at 0700 UTC, a merchant vessel reported being approached by a large fishing vessel (FV) in position 07:04N - 014:02W, not transmitting AIS. Two small skiffs were released from FV and approached the MV at speed. The MV used evasive maneuvers and now the vessel and crew safe. Vessels transiting the area are advised to exercise extreme caution. Source: Reported to MDATGoG via phone call. A. (U) RED SEA: On 3 April, suspected Houthi rebels attacked a Saudi oil tanker, near Hodeida causing minor damage.

B. (U) ARABIAN SEA: On 31 March, a merchant vessel reported being fired upon 82 nm southeast of Sharkhat, Yemen.

C. (U) NIGERIA: On 31 March, authorities announced the seizure of a large boat transporting a consignment of 130,000 liters of illegally refined diesel fuel from Rivers State to Calabar.

D. (U) SIERRA LEONE: On 29 March, a merchant vessel reported a suspicious approach 95 nm southwest of Freetown.

E. (U) NIGERIA: On 28 March, two robbers boarded a tanker berthed at MRS Terminal, Alpha Jetty, Lagos.

F. (U) PANAMA: On 27 March, authorities seized 240 kilos in a joint operation carried out in Panamanian waters.

G. (U) UNITED STATES: On 20 March, a robber stole an undetermined amount of cash from a cash register aboard a ferry ship transiting across Lake Champlain from Vermont to New York.

H. (U) GULF OF ADEN: On 18 February, a family from Australia sailing around the world was stalked for four hours by 15 armed men in 5 skiffs in vicinity of Point B of the IRTC.
