PIRACY/ROBBERY

  • One Sea Theft and one attempted action have been respectively reported on a Reefer vessel (July 2) and a Bulk Carrier (June 28) in Singapore Strait the last week;

  • Total events in 2020 : 58 incidents since the beginning of the year in IFC area of responsibility (compared to 34 at the same date in 2019);

  • Areas of interest:

    • Singapore Strait:

      • 21 incidents in 2017, 20 in 2018, 45 in 2019, 19 in 2020 (10 events at this date in 2019);

      • Assessment about the absence of incidents between May 15 and June 28 is probably linked to the COVID-19 pandemic. Although it is mainly Jakarta and the provinces east of Jakarta that are most seriously exposed, the usual Batam stronghold was also affected. It cannot therefore be excluded that the COVID-19 pandemic had an impact on the criminal groups operating in these waters. Shipowners and masters have also tended to report less acts of petty robbery, such a misappropriation having the potential to force them to return to port for an investigation with quarantine. Law enforcement and agencies were not more inclined to formalize such events, it would then force them to board the ships to carry out the investigation.


  • Sulu Sea

    • Last incident occurred on 16/01/2020 with a kidnapping at sea against five fishermen on a fishing vessel. Request of a 580 000 $ of ransom by ASG still in progress;

    • On 211630H, five ASG/KFRG under Salip Murah were sighted in Barangay Sipangkot, Sitangkai, Tawi-Tawi onboard a white with yellow and orange stripes speedboat. Further report received that the plan of ASG/KFR Sub-leaders Madjan Sahijuan aka Mike and Salip Murah to carry out kidnapping in Sabah and Sempornah, Malaysia targeting foreigners still stands but is currently on hold in view to the ongoing ransom negotiation for the release of Indonesian kidnap victims.


  • Following anchorage areas: 

    • Indonesia: Anyer, Batam, Begawan, Belawan, Dumai, Merak, Panjang, Sandakan, Samarinda, Taboneo and Tanjung Uban;

    • Philippines: Manila, Batangas, General Santos Harbour;

    • Bangladesh: Chittagong;

    • Vietnam: Campha,  Ho Chi Minh, Vung Tau;

    • India: Kakinada, Alang.

CONTRABAND

  • June 18: Malaysia seized 2.5 kilograms of methamphetamine hidden in Chinese tea boxes, 3,000 ecstasy pills, 300 happy-five pills, two mobile phones and Rp 900,000 (US$63) in cash;

  • June 21: Customs Synergy and the Criminal Investigation Agency of the Republic of Indonesia Police (Criminal Investigation Police) thwart 119kg of methamphétamine smuggling into Indonesia through the waters of Krueng Peureulak, East Aceh;. 

  • June 30: Maldives Police have arrested six people who were attempting to smuggle 5.5kg of drugs to southernmost Addu City.

  • June 26: 14 people are still missing after their fishing boat collided with a cargo vessel off the coast of Occidental Mindoro, the Philippine Coast Guard (PCG);

  • June 29: A bulk carrier has rescued victims of a cargo vessel which capsized in the Natuna Sea and handed over them to an Indonesian rescue vessel, the Indonesian National Search and Rescue;

  • June 30: A small cargo ship sank in the Malacca Strait, in the waters near Jemur Island, Rokan Hilir Regency, Riau Province. All 9 crew were rescued by fishermen.
