IFC - Information Fusion Centre - MARSEC Weekly Report


1. Highlights:

PIRACY/ROBBERY/MARITIME TERRORISM

  • 9 events reported the previous week (4 sea thefts and 5 attempted actions), including 4 over the period aril/ May/June 2020 (late incident report):

    • July 31: Attempted actions on a passenger vessel underway in Milne Bay, PNG;

    • Aug 25: Sea theft on a tanker anchored at Sandakan, Malaysia;

    • Aug 29: Attempted action on a tanker anchored at Dumai Anchorage, Indonesia;

    • Aug 29: Attempted action on a Bulk Carrier underway North of Bintan, along eastbound lane of TSS;

    • Aug 30: Attempted action on a Bulk Carrier while underway North of Bintan, along eastbound lane of TSS;

    • Apr 4: Sea theft on a Bulk carrier anchored at Taboneo Anchorage, Indonesia; 

    • Apr 29: Sea theft on a Bulk carrier anchored at Taboneo Anchorage, Indonesia;

    • May 22: Attempted action on a Bulk carrier at Muara Berau Anchorage, Indonesia;

    • Jun 14: Sea theft on a bulk carrier anchored at Vung Tau Anchorage, Vietnam;


  • Total events in 2020 : 76 incidents since the beginning of the year in IFC area of responsibility (compared to 56 at the same date in 2019).


  • Areas of interest:

    • Singapore Strait: 21 incidents in 2017, 20 in 2018, 45 in 2019 (20 events at this date), 23 in 2020;

    • Sulu Sea: The threat level has now been downgraded back to normal. Area remains risky. It is advisable to stay away from this area as much as possible or to write/call me before any transit if you absolutely have to transit there;

    • Following anchorage areas:

      • Bangladesh: Chittagong;

      • India: Kakinada, Alang;

      • Indonesia: Anyer, Batam, Begawan, Belawan, Dumai, Merak, Muara Berau, Panjang, Sandakan, Samarinda, Taboneo and Tanjung Uban;

      • Philippines: Manila, Bauan/Batangas, General Santos Harbour;

      • Vietnam: Campha,  Ho Chi Minh, Vung Tau.

- MARITIME INCIDENTS

  • Aug 26: 10 people were reported missing at sea after their boat capsized off Nissan Island, PNG; 

  • Sept 02: One person was found during a search for a cargo ship with 43 people on-board after receiving a distress call from the East China Sea during Typhoon MAYSAK. 42 people are still missing; 

  • Sept 03: 

    • A fire broke out on a tanker about 30 nm South of Sri-Lanka. 22 crew rescued and one crew is dead;

    • A fire occurred on a fishing vessel and later exploded, causing one dead and one missing crew members in the port of Akita, Japan on 03 Sep 20.
