PIRACY/ROBBERY

  • Events reported last week : two Sea Thefts, one on a pleasure craft anchored off Sumatra, Indonesia (with an australian citizen) and one on a Bulk Carrier anchored Off Campha Anchorage, Vietnam;

  • Total events : 48 incidents since the beginning of the year in IFC area of responsibility (compared to 28 at the same date in 2019);

Dangerous areas identified:

  • Singapore Strait: No event reported the last week. 21 incidents in 2017, 20 in 2018, 45 in 2019, 17 in 2020 (7 events at this date in 2019);

  • Sulu Sea

    • Last incident occurred on 16/01/2020 with a kidnapping at sea against five fishermen on a fishing vessel. Request of a 580 000 $ of ransom by ASG still in progress;

    • Latest information received on 23 May indicated that ESSCOM spotted the ASG and chased them back to Tawi-Tawi waters towards Sitankai. ASG kidnapping activities alert in/off Sabah on foreigners/seafarers is still active;

  • Indonesia: Anyer, Batam, Begawan, Belawan, Dumai, Merak, Panjang, Sandakan, Samarinda, Taboneo and Tanjung Uban;

  • Philippines: Manille, Batangas, General Santos Harbour;

  • Bangladesh: Chittagong;

  • Vietnam: Campha,  Ho Chi Minh, Vung Tau;

  • India: Kakinada, Alang.

MI

  • 19/05: A Bulk Carrier collided with another Bulk Carrier while leaving Shanghai and proceeding to sea after disembarking pilot, sustaining serious damages;

  • 20/05: 36 Fishing Vessels displaced into Indonesian waters by cyclone 'Amphan' on 20 May have been aided and safely escorted back to Sri Lanka by a Sri Lankan Navy Ship on 28 May;

  • 26/05: A Cable Laying Vessel was hit by a Bulk Carrier while anchoring at Batu Ampar Anchorage, Indonesia;

IUU

  • 22/05: Two fishing vessels were arrested by Indonesian Marine Police for allegedly illegal fishing. Police found 1.7 tons of fish from the two vessels. Both vessels are in Belawan for further legal process;

  • 25/05: Ten foreign fishermen onboard five Vietnamese fishing vessels were apprehended off Sattahip, Chonburi Province, Thailand by a Royal Thai Navy Vessel, due to engaging in illegal fishing.

CONTRABAND

  • 22/05: Police have foiled an attempt to smuggle 47.6 kilogrammes of Meth worth RM1.9 million (US$ 435,000) following the arrest of two local men aged 22 and 29, at Teluk Sengat, Kota Tinggi;

  • 25/05: A Vietnam coast guard ship discovered three vessels (one LPG Tanker and Two General Cargo Ship) allegedly performing illegal oil transfers (25,000 Litres) at the mooring area of Hon Dau, Hai Phong Province, Vietnam. The three vessels have been escorted to Got Harbour for further investigations;

  • 27/05: Hong Kong customs officers seize 217kg of cocaine smuggled in transported aircraft engine in a containership (from Ecuador).
